Why is my Apple TV not allowing me to sign into my iTunes and App Store account from the settings of my Apple TV device?

I have created an Apple iTunes/App Store account on my Chromebook, but when I tried to login to this account on the Apple TV, it wouldn't log me in. It keeps telling me to create an account, but I have already done that. I tried unplugging the Apple TV and starting from scratch, but nothing changed. Not sure why Apple is not recognizing my account information and letting me login.
