Blocked Apple ID

Hello! After reseting the iPad mini I have to activate it, but I forgot my Apple ID and therefore I cannot do it. I have sales receipt with IMEI and ID Number on it, but I don't have cash voucher, because I have bought iPad on 2014. Then I tried to reset it via Apple Support Russia, but they said to me that their data didn't with my. Now I confused, because I have proof of purchase, but I cann't reset my device.

iPad Mini Wi-Fi + Cellular, iOS 9.3.2
