photos will not empty recently deleted folder

I deleted almost 10,000 duplicate photos in Google Photos. These ended up in the "recently deleted" album in Photos. Those are supposed to count down from 30 days until they can be deleted permanently. Although I've got some in that file more than 30 days, Photos will not let me delete them. How do I clear out this space?
