If I understand your post correctly, you are tapping agree but the option to agree to the new license agreement keeps reappearing. I can understand not wanting that to keep coming up. I'm happy to help.
You may have Restrictions enabled. To disable Restrictions tap Settings > General > Restrictions > Disable. You will need to enter your restrictions passcode to disable Restrictions.
After disabling tap Settings > General > Accounts & Passwords and accept the agreement from there.

I have notice from icloud, about new license agreement, but when I push agree it not going from setting notice?

Let's go ahead and restart your iPhone like this:
Restart your iPhone, iPad, or iPod touch
If the notification still appears, make sure your iPhone is fully up-to-date like this:
Update the iOS on your iPhone, iPad, or iPod touch
