Try double clicking the Home button and swipe Safari upwards. Go to Settings/Safari and clear History and Website Data. Open Safari and test.

Its not just the safari i tried chrome it has the same problem and its not that just one time it happens everytime i watch a movie other than youtube on more than one safari...
Are you running multiple movies at the same time? If you run just one, does it work?
Just one i even close all other applications to make sure of it but still the same
