Why won’t apple take my debit information so I can pay?

I have the IPhone 6 and I am trying to pay using my debit card however it keeps saying it’s declined. What is going on? I have put it in more than once.

Hello there,

Have at least $1 for a fee to check/test the credit card, or contact Apple Support as your debit/credit card may not be supported by iTunes.

Contact iTunes Support Staff: iTunes Store staff.
