how do we go about if the previouse owner does not have email or remember his password that is associated with the apple id that we purchased from them.
Have your family member go here: If you forgot your Apple ID - Apple Support

Return it to the seller and demand your money back. You won't be able to use the device without that information.
He probably can remember the password because he stole it.
No he did not steal it I know it’s a family member but thanks for your input
