user evet manager using too much hard drive GBs

The user event manager is taking up from 9 to 13 GB or hard drive on the MacBook Air operating system in High Sierra. I have started in safe mode and the problem is fixed. The user event manager is normal, about 4 mb in root and 4mb in my computer name. However, in regular mode the problem comes back. I have no more space left and the computer barely runs. I have taken off all the start-up programs as well.

It seems to be some sort of virtual hard drive that has been formatted. I cannot get ride of it! HELP PLEASE!

Thanks...
