My iphone 7 had a broken screen and a broken home button. We took the phone to a store in bellevue that was not apple and they fixed the screen but when they gave us the phone back they said they couldnt fix the home-button. Can i now take the phone to apple to fix the home button even though the screen was fixed somewhere else?

I would highly doubt it. Apple tends to not want to open any device you had serviced elsewhere.
Under current policies Apple may replace a screen you purchased from a 3rd party. Make a Genius Bar appointment at your nearest Apple Store and ask them to examine your iPhone.

Only Apple or an Apple Authorized Service Provider that is allowed to work on iPhones can reset the Touch ID home button.
You may be better off to look at an out of warranty replacement option. ~$320

You would have to ask. They only allow repairs of iPhones by AASPs in areas where there are no Apple Stores or mail-in Apple service available.
