No. The device can only be unlocked either by applying the ID and password used to lock it, or by the previous owner removing it from his list of devices as icloud.com. There is absolutely no other way round. Apple cannot unlock it, and neither can the websites which offer to do it for a fee - these are scams. Knowing the IMEI number doesn't help.

As I said, the only way to unlock it is for the person who set the lock to unlock it with his ID and password. There is absolutely no other way whatever round this.
