MacBook Pro won't read external dvd

config: Macbook Pro 13 (2017)

OS: 10.13.2

2017 MacBook Pro fails to read an external dvd (Apple USB C 3 port connector connected to USB 3 Cocopa external DVD). The drive just spins and doesn't display any files in Finder.

Thinking I had a bad external DVD drive, I plugged the external USB 3 drive into my other MacBook Pro (2015) with built in USB 3 ports and everything worked.

Thoughts?
