Help?

I don’t know what happened to my App Store so I started searching up some things to get my App Store back. I found out that you go on General >> Restrictions. But when I went there, I couldnt enable Restrictions. Its not the password or anything. It’s just that I can’t click the Enable Restriction- or anything!! See? (Added blur) it won’t work.
