I have a new iPhone 8+. I have a Game Center name and it is turned on in settings. I have lost a game. I have no idea how to access Game Center in order to find or restore the game.

I understand how to go to Game Center on settings. Unfortunately, there is no useful purpose for me to do that as Game Center does not save games played on IOS 11.
I have a game account which was connected to both Facebook and Game Center. The Facebook account was hacked and totally deleted.. If I were on android, I could instantly recover my game at its current level of progress. But, as Apple has told me, Game Center does not save games and their is no way that they can help me restore my lost game. ðŸ˜ðŸ˜ðŸ˜
You don't restore apps through Game Center, you download it from the App Store.
Then why are you asking here? If you back up your iPhone regularly your game data is saved with your backup.
