I can't update my apps, at all

I had used a gift card to purchase an app, then i took the gift card off of my apple ID, now whenever i try to update an an app i get a message saying there was a "billing error with a previous purchase" when I called apple they told me to add another, different, card and when i attempted my phone won't take another card and wont allow me to change the card expiration date from October of 2017. Am I the only one experiencing this problem? Is it a system flaw or is there something wrong with my phone and do i need to replace it?

iPhone SE, iOS 11.2.1
