I want to use this as a Wifi extender in a different part of the house so my iPads perform better and don't loose connectivity as often. I don't have an apple wifi router, will this AirPort express work with any wifi router? I have read all the Q&A but this is not covered.

Assuming that that AirPort Express is working correctly......(I would not buy a second hand AirPort Express)......you will need to download and install AirPort Utility 5.6.1 for Windows to be able to set up the AirPort Express

Yes....IF.....the AirPort Express connects back to the main router using a permanent, wired Ethernet cable connection.
If you want the Airport Express to wirelessly extend the network, then the main router must be another Apple AirPort router.
So the airport express is 2nd hand and he does not have the disc with it.... Can I just plug into my existing NetgeR with ether cable or is ther additionail set up on my PC required with the disc? Otherwise I won't be buying it for. The fellow?
