New Exercise Record Achievement

No matter the duration of my workouts, it always states that my personal best is 0 minutes. I can workout for 2 hours, which will show that I’ve earned 120 minutes so far today but the 0 will never change. Not today, tomorrow, or the next day. My activity record goes back a year. I go to the gym everyday and initiate the activity app on the watch every time. No change. I’ve been keeping my eyes on this achievement badge for months. What is the deal? I just unpaired and repaired the watch tonight. No updates. I checked the sources in the health app and found it logs at a 1 minute interval. Is that normal? Screenshot provided.
