iMessage sent swoosh not sounding?

I am having this issue as well, and you can send text through your WiFi iPad as long as you have an iPhone. Same thing with a Macbook

Check what you have set in Settings > Sounds, and if no notification sounds work check to see if you've have them muted e.g. via Control Centre

Not sure that the sent message sound can be changed, but on my iPad (iOS 11.2.1) I get a sent swoosh sound if I don't have volume turned down nor notification sounds muted

Ipad does not sent text messages only iMessage works on ipad.

Go to settings down to sounds check sounds.
