How do I access photos that are on iCloud? I’ve noticed that I have photos missing from my phone, and assume they are there.

iPhone 5s, iOS 11.2.1

You need to access iCloud.com/Photos using a computer browser.

Is iCloud Photos turned on under Settings? You can check for missing photos at iCloud.com.
