Cannot download apps?

i cannot seem to download apps that has 17+ ratings. Restrictions on my ipad are disabled. But i just think thats its the problem with the ipads software updates. Btw 11.2 new update. I also have another ipad but it shows there completely the:

Dont allow apps

12+

17+

Allow all apps

Options to choose from also it is not newly updated .Whereas the ipad im currently using only shows:

Dont allow apps

I know the restrictions are disabled but i think this also plays an important role of why it is not working. Some apps that have 17+ ratings are youtube, chrome, firefox, etc.
