My boyfriend lost his iPhone 6 gold 32 G . His find my iPhone was not on and the stealer may take off the SIM card but we have serial number and IMEI number on receipt. How can I report our device is stolen to Apple server?

You need to tell your network provider & the police.
Apple does not get involved with lost /stolen iphones

In the event you report it to the police make sure you get a formal acknowledgement from them. You can then check out your personal home insurance which may allow a claim.
