Cannot update or restore my ipad

my iPad has iOS 11.1.1. I tried to update it. Will not update "over the air" or connected to iTunes. Since I have a full backup, I tried to restore it to factory settings. That won't work either. And suggestions? If I cannot solve this today I will take it to the Apple store.
