there is no Silveright for iOS. Microsoft as not developed it. whatever clams of it for iOS are not coming from Microsoft and the legitimacy of these claims are highly suspicious.

The only apps you can download would come from the app store. If that is an app in the app store, the you would download it there. Otherwise you cannot download it.
