How to ignore set up apple pay?

My iPad just updated and now insists that I finish setting up Apple Pay. I have no intention of using Apple Pay, but do not see a way permanently to dismiss this notification and also remove the large red 1 on my Settings icon. Truly annoying. Any suggestions on how to let Apple know I won’t be doing this and to stop bothering me?
