Mine is doing that too! Even when I force close my messaging app, it continues to do it. Force restarting seems to temporarily solve it, but it drives me nuts trying to decipher my messages!!
I just wanted to ask: when I quit + reopen Messages then my messages will sometimes appear in the correct order when I reopen. Is it the same for you?
Some additional clarification: this doesn't always fix the issue for me, and sometimes the messages are actually sent out of order. This is true on my Macbook Pro and iPhone since the last updates.
Every time I start texting this happens. It only seems to be with other iphones though. When I text someone who has android it doesnt happen
I have tried a few different fixes that seem to be only temporary. Fixes last a few days maximum
I have reinstalled iOS software
shut down phone for five minutes to let it fully reset
installed latest software update.
Does anyone one have any other suggestions?

I’m having the same issue. Everyone simply suggests force closing the message app and force reboot. This does not fix anything. No one else has any suggestions? Has Apple given up already?
