If you turn off purchase sharing will other family members be able to use their own credit cards for purchases.

If you turn of family purchase sharing can other members use their own credit card for purchases? I have turned off the function, but it prompts users to enter a password for the account when downloading apps.

Thanks for visiting the Apple Support Communities. From your post, I understand you have questions about Family Sharing billing. Specifically, you'd like to know what happens when you remove someone from the Family group, or you end the Family group entirely. I'd be happy to provide you with some information!

While Family Sharing is in place, each purchase made by every member is billed to the organizer, and then sharable content can be downloaded by anybody else in the family group. If the group disbands, each person will begin to become responsible for their own future purchases (likewise, if only one person leaves, that person will be responsible for their own purchases moving forward). What account are former family group members being asked the password to, the former organizer's Apple ID for the App Store?
1a. What is the exact text of the prompt that former members are receiving?
Does this happen when trying to download new apps, when attempting to update previously downloaded apps, or both?
2a. Does it only occur when trying to download paid apps, or does it also occur with free apps?

According to the article you linked from, it appears that is what would happen.

If you don't want to pay for purchases of a specific adult family member, you can remove them from your family group or turn off purchase sharing for everyone.
