How can I shut off an iPhone X with a frozen screen? Tried quickly hitting up volume, then down volume button, then side button for 3 seconds. Nothing happens. Tried asking Suri, nothing again,

Once you see the Apple logo, you can release the power button and allow the phone to finish loading.

That's exactly correct! The behavior you have seen is exactly as described in the "Use Emergency SOS on your iPhone" article I attached above.

It takes much longer than 3 seconds (13 seconds is more realistic) to force restart the iPhone.
Hopefully you realize you have completed an emergency call.
