How do you enable the microphone in imessage

It sounds like you have a software problem on the phone.
Does it work better if you go through Settings-General-Keyboard and scroll to Enable Dictation?
If not, try the following:
1) Press the Home and Power buttons until you see the Apple logo
2) Settings-General-Reset and reset all settings.
If that does not fix the problem, connect to iTunes and do a restore.
Tap on it and Enable Dictation.
Thank you, madra31, but nothing was there to enable when I wrote this question. After resetting my phone again it did come back when I pressed on it and I could toggle back and forth to a small keyboard icon and dictation, but it was short lived. I want to dictate and it types it out on the text for me to review.
