There are two different versions of Apple Watch Series 3: Apple Watch Series 3 (GPS + Cellular) and Apple Watch Series 3 (GPS):
Apple Watch Series 3 (GPS + Cellular) models
Apple Watch Series 3 (GPS + Cellular) is not locked to any specific carrier and, for the built-in cellular feature, has a built-in eSIM that copies information from the iPhone's SIM card.
The built-in cellular features require a carrier plan for your iPhone in your country of use that specifically includes support for the Apple Watch, including the carrier activating the watch on the plan:

- Set up and use cellular on Apple Watch Series 3 (GPS + Cellular) - Apple Support
Apple Watch Series 3 (GPS + Cellular) can also be used without activating the built-in cellular feature, in which case it functions like a GPS-only model.
Series 3 GPS-only models (and all other Apple Watch models)
Apple Watch Series 3 (GPS) and all other Apple Watch models can be used in conjunction a service plan for the iPhone from any carrier.
