You cannot manually order the tracks of a playlist folder, nor a playlist on a synced device. If that isn't the issue then View > View As Playlist followed by View > Sort By > Playlist Order ought to give you control.

If viewing in Playlist view, then use View > Sort By > Playlist order.
If viewing the Songs view then sort on the left most column of numbers.
In each case you should now be able to drag items up or down the list as you choose.

Thanks tt2, I tried dragging in the "Songs" view, but the track doesn't move. I didn't know about the "Playlist Order" view and I just tried that with the same result unfortunately. Any other ideas?

I know in prior iT versions you were able to manually order the tracksjust dragging them to where you wanted it to play. Although much more "complicated" in relation to that, your solution worked!
