I just used time machine to back up my files to an external hard drive. I want to check and make sure all my photos were transferred before deleting them from my laptop. how do I do that ?

The only way is to restore the backup - but what you are doing will not work since TimeMachine is a backup system not an archival system and sooner or later everything you delete form your Mac will be deleted from the TM backup as space is needed for new backups - this is explained on the TM preference panel -- How to use Time Machine to back up or restore your Mac - Apple Support
