It's not finding your Bluetooth Mouse and Keyboard.
If turning mouse and keyboard on and off doesn't do it, I would force it to shutdown and restart.
Or, if you have a wired mouse or keyboard, attach that.
Wired mouse and keyboard didn't help. I made shutdown and when I turned on I saw quick downloading line and then the same screen with fixed cursor and pictures. Then i created flash with Sierra not High and installed it with wired mouse and my Apple Bluetooth keyboard. So I didn't see that pictures with mouse/keyboard. I think it's bug because i tried to find this problem on the internet and I found comment with the same situation.
I used High Sierra 10.13.2 my IMac 2013.
