How can i spend the remaining balance!!?

Buy an item more expensive than it and use a credit card to pay the excess amount, or ask the iTunes Store staff to zero it.

If you also have a credit/debit card on the account you can buy something for slightly more than your 97¢ balance and that will eliminate the credit balance with the remainder of the purchase charged to the card (e.g., buy something for 99¢ and 2¢ will be charged to the card).
