How do activate my ipone 4 model a1349 it does not have a slot for a sim card

The iPhone 4 was available in a CDMA version solely for Verizon (it was the first CDMA iPhone and was originally only available in a version for Verizon only, with no SIM slot since it had no GSM radio and Verizon had no LTE network in 2011). That version did not have a SIM slot since it was sold exclusively by Verizon or for their network from Apple. You will need to work with Verizon to use that old iPhone 4. It will not work on any other carrier’s network.

P.S. The Verizon iphone 4 is also exclusively a 3G network device. If Verizon has shut down their 3G network where you are then they may literally no longer support that device. An iPhone 4 cannot connect to Verizon’s LTE network and all newer Verizon iPhones activate via a SIM on their LTE network.
