Pop up x3i9.pw

I am receiving a pop up x3i9.pw when viewing MSN.com on my iPad. I have closed Safari in App and cleared browsing history, but I keep receiving this message. I have not clicked "close". Any solutions?

iPad 2 Wi-Fi, iOS 11.2.1

the steps provided in the standard 'How to block pop-ups in Safari' message do not work - the pop-up x3i9.pw still appears in Safari on my iPhone X - any other ideas? thanks all!
