Hi sorry to bother, i was wondering if anyone knows how to fix this issue I've been having for a while. Lately my photos have been "loading" and has an exclamation point on the bottom right of the screen and when i open the picture in the photos app its very blurry. Any suggestions on how to possibly fix this?

Are you using iCloud Photo Library? Even if you did not enable iCLoud Photo Library yourself, the upgrade to iOS 11 may have enabled it by default. Check "Settings > Your Name > iCloud > Photos". Is iCloud Photo Library enabled, and also "Optimize Storage"?
Then the photos showing an exclamation point may need downloading from iCloud. This will happen, when you are connected and the iPhone is sufficiently charged or connected to power. The iPhone must not be in Low Power Mode (Settings > Battery > Low Power Mode).
