Check to see if there are any carrier updates available for your phone in settings>cellular or settings>phone. After that I would reset your network settings prior to restoring. You can do that in Settings> General > Reset > Reset Network Settings. You will have to re enter any saved wifi network PWs afterwards. If that still doesnt help, restore as new after backing it up.

Have you discussed this with your carrier as calling is a carrier feature and dropped calls typically are network-related problems?
If your carrier does not have a solution, you could back up the phone and then connect to iTunes and select Update and then set the phone up as New.
Then without restoring any apps or data, test the calling function and see if it works properly.
If not, make an appointment at the Genius Bar to have the phone evaluated.
I have called my carrier reset the network settings and did a backup on the phone and it still is dropping calls
