Why do I have to use an iCloud email as the Apple ID for my child?

My child < 13 y.o. already has a Gmail email address and I would prefer the Gmail address to be the Apple ID.

It seems that in setting up Family Share one is forced to create an Apple ID with iCloud address.

I see. I thought you meant for an email address to use in Mail. You can create an Apple ID for the purpose of the above, but your child does not have to use that as his/her email address. I have an @icloud.com account that I can use via my browser. But my email address is not with Apple. I set mine up a long while ago so Apple never required a change. But they have decided to have all new Apple IDs use @iCloud.com.
