iPhone cannot be backed up because there is not enough icloud storage available despite upgrading storage

I am getting an error that my phone cannot be backed up because there is not enough storage. I upgraded my iCloud storage and my iCloud shows 47.3GB available but still won't work. It will back up to iCloud if I plug it into my computer via iTunes. I have unselected many apps from being backed up and only have a handful left that are would be backed up.

iPhone 5S, 64GB (18.39GB Used), iOS 10.2
