if the issue is with just one contact, then the issue is with their phone and not yours. They could have imessage turned off, or is in an area with a weak cellular data or wifi signal.

That’s the thing, we’re both types of each other, we both have iMessages on, and we both have send as SMS off… It’s every time I start a new conversation with them that it’s an SMS, not an iMessage. I will type in their name to make a new conversation and the send button is blue until I start typing, which it turns green. My iPhone eight is quite new because I got it yesterday so I don’t know if it’s just a bug or what it is.

I don't what "we're both types of each other" means.
But the issue is with their phone and not yours. Your phone will automatically pick up between imessage or SMS.

I meant were both next to each other, the other person can send imessages to others and I can do the same but when it’s us two it doesn’t work. (I was using Siri dictation sorry)
