how do I make a song available offline?

When you tap on Library in the Music App, then tap on any of the options other than Downloaded Music, you should see the download icon next to anything that is not on the phone and available for download.

The option only appears if you subscribe to Apple Music for which there is a monthly charge after the initial 90 day trial period. Is that what you where asking about? An Apple Music Subscription?
