Hi

Yes it can.

Apple Watch Series 3 (GPS + Cellular)

Follow the instructions here under the heading "Changing carriers":

Set up and use cellular on Apple Watch Series 3 (GPS + Cellular) - Apple Support

Apple Watch Series 3 (GPS)

Apple Watch Series 3 (GPS) models do not have built-in cellular capabilities. Any data consumed by Apple Watch Series 3 (GPS) is consumed either via the paired iPhone (including Wi-Fi and cellular data) or via a direct connection between the watch and a compatible Wi-Fi network (when the watch cannot connect to the paired iPhone via Bluetooth).

A separate cellular plan for the Apple Watch is not required. The watch can be used in conjunction with an iPhone 5s or newer model of iPhone running the latest version of iOS and a service plan for your iPhone from any carrier.

Actually, you can.

Apple Watch Series 3 (GPS + Cellular) is not locked to any specific carrier, whether before or after being bought from any given carrier or used, in conjunction with a compatible model of iPhone and service plan that supports the watch, on another carrier's network.

The same models are compatible with each of Verizon and T-Mobile when used in conjunction with a service plan for the paired iPhone from the same network that includes support for the watch:

Actually you can’t. I’ve been trying for a solid week now and Verizon tells me that they don’t have the capabilities to make it happen. Very frustrating... They say that the one for T Mobile is not compatable to be on Verizon’s network and that the lte frequencies can’t be matched between the watch and the network. I wish I would’ve been correctly informed about this before I purchased 2 of these series 3 watches with lte that came from T Mobile to use on Verizon's network. Very misleading and frustrating.

I have already talked with customer support from both ends, and according to Verizon, I do have a plan that will work with the watch but it’s not compatible with the watch I have due to it coming from T Mobile. I’ve tried doing an activation twice over the phone and several times from the app. It does not work. The guy from Apple customer support said that I will just have to take the Verizon reps word for it and that apparently it could not be done. If you don’t believe me, try it for yourself. It is very misleading and frustrating.
