How do you change one contact Back from green text message back to blue iMessage?

You cannot. It depend on that person's Internet connection.
You can try starting a new iMessage thread instead.
In order for a message to be sent as an iMessage (blue) rather than an SMS message (green) both the sender and the recipient must have iMessage enable and have an active data connection, either WiFi or cellular. do both of you meet those criteria?

It's not crazy at all if the person on the other end doesn't have an active data connection. It's exactly what should happen. Have you asked them about their data connection?
