iOS 11 requires faster hardware than what’s in an iPhone 4s. Apple does offer cash for some iPhone models but on the website the oldest one listed is the iPhone 5 for $35. You’d be better off seeing if you can sell it and then using the money toward a new model.

As already stated by anypats, iPhone 4s simply cannot handle the processing power required of iOS 11. You won't get much if anything from Apple in trade. Try to selling it privately. Even a buying service like Gazelle.com won't purchase an iPhone 4s at this point.
It all has to do with the bit operating system.
iOS 11 is a 64 bit operating system only software. Unfortunately the iPhone 4s is a 32 bit operating system, so you are unable to update your iPhone.
