I too live in Hawaii. My wife and I both have iPhone 7 plus running iOS 11.2.1 and both phones are on AT&T. The alerts are turned on. She got the alert and I did not. This makes it very difficult to determine why this happened. Two identical phones on the same iOS and same carrier. What could it be?

Check with your carrier and see if they support the alerts. If they do, then see if they sent one out. The carrier is the one that controls the Government alerts. They would need to troubleshoot it, and they are based on the zip code of your cellular account.

I have AT&T as well, and the reception of Government alerts has always been intermittent. The only setting on the iPhone is the on/off switch, and there is no other settings that you can do there. Unfortunately, you are at the mercy of the carrier, especially since there are so many variables in how they are sent/received. Good luck.

I am in Hawaii and the recent emergency alert was NOT received by AT&T subscribers that had iPhoneX. I have Verizon and got it and my grandson has iPhone 4 with AT&T and he got it. Everyone my daughter in law called that has iPhone X did NOT get the warning about the ballistic missile. She spent over an hour on the phone with AT&T and they went through all the settings which were all set perfectly. They left it were they were going to "investigate" and she has heard nothing back. This clearly is a problem with AT&T and Apple iPhone X.

In Kauai, emergency alerts for flash flooding are not uncommon. They need to be working!! AT&T admitted that they are in control of those alerts going to the phones but they are not sure why the iPhone X is not getting them.

I would suggest that your daughter also contact Apple Support, Contact Apple Support and notify them of this information. Have her explain that she was aware of others with the iPhone X and that she reported it to AT&T and they said they were going to investigate. AT&T and Apple may need to work together to investigate this, and it would help for Apple to be aware of the issue.
