Is iPhone banned in Moroccan market. Or can I ship iPhone to Morocco?

I am planning to buy and ship iPhone 8 Plus as a gift to my friend in Morocco, Africa. Unfortunately, she was advised by Fedex that the phone mat be detained in Casablanca by Custom officials. Why is that so? Is iPhone or Apple products banned in this country?
