Make Sublime Text Default for Opening all Files

Currently, all files are being opened using TextEdit. I want to use Sublime Text to be used to open all files (including the files with no extensions). This is what I have so far:-

1. If the file has an extension, I can right click on on it, Get Info and select default application to Sublime Text and Change All. This method doesn't work if there is no extension.

2. The following command used to work post High Sierra. It doesn't work now, at-least for me

defaults write com.apple.LaunchServices/com.apple.launchservices.secure LSHandlers -array-add \
'{LSHandlerContentType=public.plain-text;LSHandlerRoleAll=com.sublimetext.3;}'

MacBook Pro (13-inch, Late 2016, 2 TBT3), iOS 10.3.1
