It seems like "Do not disturb" is turned on.
Go to Settings > Do Not Disturb. Make sure that it is turned off, or adjust the scheduled times etc.

Are you both using the same apple I'd this will cause problems.
Everyone needs there own apple I'd.
All the same information will go to all devices with the same apple I'd.
If you are sharing change one apple I'd.

My boyfriend and I have the same problem on our iPhone X’s. We’ve confirmed the do not disturb settings are off and have also restarted our phones. It seems to only occur when we are in an app.
Have already done that. It happens about twice a month and each time is always a scammer. No log in my incoming calls. There has to be a hole that allows them to put their voicemails on my phone without leaving a trail. Also getting tired of scammers calling me but spoofing someone else’s phone number. Even had one call me using my home phone number.
No we do not have the same apple id’s.
I have the same issue. It only happens when a bloodsucking scammer sends me a voicemail without actually calling me. The latest was to try to get me to refinance my student loans.
Please try resetting the network settings on your iPhone.
Settings / General
Scroll down to the bottom.
Select Reset / Reset network settings.
N.B. Your saved wifi networks and Bluetooth pairings will be deleted.
