Why does my iPhone 6 say storage is full but my apps add up to less than 2 GB? I have a 16GB phone. Beyond frustrated with Apple.

What does iPhone Storage say in settings?
It will also say how much system is using up.
If system is using up 14GB+ then try a factory reset and restore.

Maybe you have photos, music or documents that take space on your device. Try to go in Settings > General > iPhone Usage and see what takes space. You can also follow the prompts to free up even more space!
As said above, if nothing takes space on your device, try restoring your firmware. But before doing so, make sure nothing else takes space on your device by carefully looking in Settings > General > iPhone Usage!

Scrolling down should show you at the bottom how much the system is taking up.

The issue might be photo. You could try backing them up on Google Photos.

You could try plugging your phone into a Mac. When you sync it tends to give details about the data on the device.
Try updating your device to the latest iOS software. Sometimes, doing so clears the cache of the system and frees up memory!
You still have not told us what the iPhone storage is saying the system is taking up.

No photos whatsoever. I have deleted photos, Safari history, almost every app and the data shown only adds up to around 2 GB. But my phone says I am using 10 GB. There is no way possible I am using all of that space after I have deleted everything but the operating system.
I have done all of this. Just for context, I have had an iPhone for a while and I am usually proficient in keeping up with this but this puzzles me. Like I said before, I have deleted everything that can be deleted. There is no possible reason for this data usage. The largest app takes up 300 MB. I only have ten things left on the list.
