I do not have a Mac book but my iPad is disabled and says connect to iTunes.

My iPad started glitching and it locked me out, I know the passcode but every time I went to the screen it would press a different number.

You don’t need a Mac in order to restore the iPad. You can use a Windows computer running the latest version of iTunes. If you don’t have access to any computer at all.game the iPad to an Apple Store and they will be able to help you.

You are going to have to erase the device and start over again anyway, so once you get the iPad up and running again, you will be able to restore an iCloud backup if you have one.
