Apple forcing me to upgrade to IOS11

I want to stay in IOS 10 but my iphone ia downloading ios 11 without asking me.I erase the install but every time I lose internet use .My wifi has fair use of internet at home and I lose money because of apple.I cannot prevent downloading and I hate this.How cannot I prevent this ***
